ABSTRACT

This paper contributes to conceptualization of information system resilience. By building upon and extending the framework of Heeks and Ospina (2019), we argue that an information system's ability to be resilient lies in its balance between stability and flexibility. Based on empirical findings we suggest that a stable core and flexibility to change is crucial when a digital system is faced with unforeseen adversities. We hope to contribute to more theorizing of the information system resilience and inspire further research on this subject. The paper may also have practical value for stakeholders working with implementation of national information systems in the health sector. This is a qualitative case study conducted together with the Health Information Systems Programme (HISP) at the Institute of Informatics, University of Oslo. Our findings are based on empirical insights related to the DHIS2 software during the Covid-19 response. © 2022 Owner/Author.

ABSTRACT

Machine learning models can use information from gene expressions in patients to efficiently predict the severity of symptoms for several diseases. Medical experts, however, still need to understand the reasoning behind the predictions before trusting them. In their day-to-day practice, physicians prefer using gene expression profiles, consisting of a discretized subset of all data from gene expressions: in these profiles, genes are typically reported as either over-expressed or under-expressed, using discretization thresholds computed on data from a healthy control group. A discretized profile allows medical experts to quickly categorize patients at a glance. Building on previous works related to the automatic discretization of patient profiles, we present a novel approach that frames the problem as a multi-objective optimization task: on the one hand, after discretization, the medical expert would prefer to have as few different profiles as possible, to be able to classify patients in an intuitive way;on the other hand, the loss of information has to be minimized. Loss of information can be estimated using the performance of a classifier trained on the discretized gene expression levels. We apply one common state-of-the-art evolutionary multi-objective algorithm, NSGA-II, to the discretization of a dataset of COVID-19 patients that developed either mild or severe symptoms. The results show not only that the solutions found by the approach dominate traditional discretization based on statistical analysis and are more generally valid than those obtained through single-objective optimization, but that the candidate Pareto-optimal solutions preserve the sense-making that practitioners find necessary to trust the results. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Companies continuously produce several documents containing valuable information for users. However, querying these documents is challenging, mainly because of the heterogeneity and volume of documents available. In this work, we investigate the challenge of developing a Big Data Question Answering system, i.e., a system that provides a unified, reliable, and accurate way to query documents through naturally asked questions. We define a set of design principles and introduce BigQA, the first software reference architecture to meet these design principles. The architecture consists of high-level layers and is independent of programming language, technology, querying and answering algorithms. BigQA was validated through a pharmaceutical case study managing over 18k documents from Wikipedia articles and FAQ about Coronavirus. The results demonstrated the applicability of BigQA to real-world applications. In addition, we conducted 27 experiments on three open-domain datasets and compared the recall results of the well-established BM25, TF-IDF, and Dense Passage Retriever algorithms to find the most appropriate generic querying algorithm. ABSTRACT

This research aims to analyze the resilience of humanitarian supply chains, with a focus on the role of information systems, through a case study of Médecins Sans Frontières Logistique during the COVID-19 pandemic. The empirical research methodology is based on a qualitative study, which includes semi-structured interviews with key actors and operators from the Médecins Sans Frontières Logistique during the COVID-19 crisis in 2020 and 2021. The paper highlights the crucial and inherent role of information systems on each of the four dimensions of humanitarian supply chain resilience: reorganization capacity, collaboration, flexibility, and humanitarian culture. Drawing on recent theoretical works on supply chain resilience as well as empirical results, the paper underscores the importance of information systems and proposes a conceptual model of the relationship between humanitarian supply chain resilience and the role of information systems. The value of this research is linked to its empirical and qualitative study of a Non-Governmental Organization logistics operation during an international crisis, which contributes not only to the literature on resilience, but also provides guidance for managers to target their actions responsively and proactively to enhance resilience over time.. ABSTRACT

This paper aims to understand what motivates students at universities in Indonesia to continue using Online Collaborative Tools (OCTs) for their collaboration work. Utilising OCTs is crucial as the COVID-19 pandemic hit us in 2019 and forced all of us, particularly those who studied at university, to work online as precautionary measures. This research employs the Post-Acceptance Model of Information Systems (IS) approach to understand this issue. For an OCT to continue use, performance: effectivity, efficiency, and certainty is the key determinant, and perceived usability: perceived usefulness, perceived ease of use, and perceived enjoyment mediates confirmation and satisfaction and the intention to continue use. A total of 354 participants are involved in the data analysis employing Structural Equation Modelling (SEM). Our results revealed that while the relationship between confirmation and satisfaction is partially mediated by perceived ease of use and enjoyment, the relationship between confirmation and intention to continue use is also partially mediated by perceived usefulness and enjoyment, and satisfaction. We found that the intention to continue using the OCT can be determined by 67.9% (substantial) of the variance of the model. Our research contributes theoretically to the IS research in this context and practically to the OCT discourse. ABSTRACT

In the Philippines, a barangay is the smallest administrative unit serving as suburban neighborhoods' first line of defense. According to Bautista, barangays conduct a manual file-based process of storing the community's health information. Therefore, the need for a single platform enables a small government unit to manage its resources while being transparent to its community. The study aims to develop a web- based barangay health information system portal for Barangay 69 District 1 in Tondo Manila. The system would be a reference tool for barangays as their platform provides inventory management, the barangay's health programs, and a dashboard for data visualization inventory management, tracking of Covid cases, administration of health activities, and a dashboard for data visualization. As a result, the web portal is functional, and different test scenarios show above-average results. The study concludes that the system provided a platform for the barangay and its residents. It also concludes that it is user-friendly and efficiently disseminates the barangay's health programs and activities. © 2023 IEEE.

ABSTRACT

significant recommender systems (RS) development has occurred along with the Internet of Things (IoT) development in recent years. Recommender systems have been widely spread across diverse fields, including environmental preservation, e-commerce, healthcare, social and governance systems. There has been a growing focus on e-government as part of smart city initiatives in today's world of connected devices and infrastructure, especially after the COVID-19 pandemic. With the use of information and communication technologies (ICTs), the government can enhance the delivery of public services, increase transparency, accountability, and credibility, as well as engage citizens in the decision-making process. To facilitate 'smart' governance, one of a smart city initiative's objectives is integrating e-government into the city's governance framework. The lack of personalized services for particular stakeholders is one of the most significant limitations of e-governance. There are a number of open challenges coupled with interesting opportunities, making this a very promising and exciting area for research to shape recommendation systems for urban environments. Considering the overwhelming amount of information, services, and tasks available through smart government applications, it is a greater chance of providing personalized recommendations for different stakeholders and tasks within multi-faceted and multi-dimension. There is still a lot of research to be done on recommendation systems in the context of smart cities or smart government. This paper survey the existing studies on recommendation systems for smart governance. The study aims to address smart city challenges to considered when designing and implementing recommendations for e-governance and the target stakeholder's interests. © 2022 IEEE.

ABSTRACT

The COVID-19 pandemic introduced new challenges with subsequent opportunities to teach innovative ways of team collaboration. One example is the utilisation of social media to foster online team collaboration. This study investigates the use of Discord by students, a social media platform originally developed for online gamers, to collaborate virtually to complete project team tasks. The research question – what role a social media tool, namely Discord, plays in fostering team collaboration – was investigated using a qualitative, interpretative approach. Topic modeling identified ten themes, with the most vital theme indicating that students initially used Discord due to the academic requirement but later extensively used the platform because of its convenience and usefulness. Most students continued to use Discord even after completing their studies. While the main reason for adopting the tool was convenience due to peers using the platform, it became a logical and practical platform to communicate with friends, work on completing tasks together, and as a result, create a strong sense of belonging. © (2022) by Association for Information Systems (AIS) All rights reserved.

ABSTRACT

Videoconferencing was widely used in court proceedings during the covid 19 pandemic, and, probably, its use will not return to the point before the pandemic. The academic literature indicates many different concerns with videoconferencing in court proceedings that may ultimately impact the legitimacy of the judicial process. This study aims to appreciate if academic research has been incorporated into the practical recommendations which guide daily work in courts. First, we conducted a literature review to identify and organise the concerns about using videoconferencing in court proceedings. Then we selected two guidelines and evaluated whether their recommendations addressed solutions to concerns raised in the academic literature. We conclude that most of the concerns are present in the guidelines. Although, the concern regarding the difficulty of replicating the environment of the physical courtroom in videoconferencing, which is the most cited concern, is not addressed in the practical guidance. © 2022 Associacao Portuguesa de Sistemas de Informacao. ABSTRACT

This paper reports the results of a study to determine whether the emotional impact of online education during the pandemic affected male and female students differently. We see these results as an important contribution to the redesign of courses either for online classes generally or for more urgent applications should a similar event occur. In general, we found that females were more likely to be prone to detrimental emotions than males – stress, negative feelings about the online learning experience, and the need to vent their frustrations. ABSTRACT

Undergraduate students enrolled in Civil Engineering, Architecture, and Urban Planning (CAU) must develop competencies in Geomatics and Topography (G&T) as part of their learning process. During this time, theoretical concepts are traditionally taught with field practice using specialized tools such as a theodolite, laser level, and total station. Due to the environmental restrictions of the COVID-19 pandemic, traditional field practice (TFP) was suspended, preventing access to equipment and study areas. The use of Information and Communication Technologies (ICT), such as Building Information Modeling (BIM) and Virtual Reality (VR), have been explored in the last decade for educational purposes. This paper studies the benefits of using these tools for developing G&T skills. This research aimed to assess students' learning outcomes using a traditional G&T teaching method and a new methodology based on Virtual Field Practice (VFP) for CAU students. The methodology provides a virtual study area for the CAU student by integrating point clouds derived from photogrammetry and terrestrial laser scanning. It also assesses their learning results and compares them against a control group using a validated instrument. Findings suggest continuing with fieldwork for a greater understanding and correct application of G&T concepts by students, and using virtual models as an efficient way to complement the acquisition of spatial information in the teaching-learning process. Until the publication of this article, we found no evidence in the literature at the undergraduate level of applying exercises like those proposed. © 2023 IEEE.

ABSTRACT

The pandemic crisis compelled organizations to adopt telework to continue their activity. This study seeks to determine the perception of individuals regarding teleworking, and also the role of Information Systems in the paradigm shift along the pandemic period, in the Portuguese health sector. An online questionnaire was applied to health professionals working in Portugal, obtaining a sample of 264 professionals. The perceptions identified in relation to telework can be especially useful when considering the progressive incorporation of non-face-to-face activities in the health sector. Participants identify advantages in teleworking, namely in reducing travel costs, but also identify work overload as a disadvantage. Despite the difficulties, Information Systems are identified as facilitators in this process of change. ABSTRACT

This case study describes a usability testing course in which students learn by practicing several evaluation methods. The on-campus format makes it possible for teachers and students to meet to discuss recorded test sessions and students can observe other students' execution of pilot studies conducted on campus. The COVID-19 pandemic placed new demands on this course. In-person activities were avoided by some students and many test participants. Some student teams tried remote usability testing. Interestingly, screen recordings (with sound) of the test sessions show that remote testing sometimes helped the students focus more on observation and less on (inappropriately) guiding the test subjects. Another effect was that the students found it easier to recruit participants than during the previous years when the university was teeming with students, lecturers, and non-academic staff. The study of food products to determine the level of creatine in them is an actual task, taking into account the need for this substance for patients with Covid'19 and spinal muscular atrophy. The purpose of our research is to develop a mobile information system for determining the level of creatine in food products. The developed method for determining the level of creatine in food products by the user and the method for determining the level of creatine in food products using a mobile information system provide the user with the opportunity to quickly, conveniently, cheaply and effectively assess the presence and level of creatine in any food products, on the basis of which to build a rational diet from the point vision of body saturation with creatine. The proposed mobile information system for determining the level of creatine in food products provides convenience, low-cost, celerity, miniaturization and automation for measurement of concentration of creatine in any food products. The conclusion obtained from the system regarding the presence and level of creatine in this or that food product is useful and extremely important when preparing the diet of patients, especially patients with Covid'19 and/or spinal muscular atrophy. The proposed approach and mobile information system for determining the level of creatine in food products can be used not only for drawing up the diet of patients, especially patients with Covid'19 and/or spinal muscular atrophy, from the point vision of body saturation with creatine, but also for example, to check the quality of meat products. © 2023 Copyright for this paper by its authors.

ABSTRACT

Transport plays a major role in spreading contagious diseases such as COVID-19 by facilitating social contacts. The standard response to fighting COVID-19 in most countries has been imposing a lockdown—including on the transport sector—to slow down the spread. Though the Government of Bangladesh also imposed a lockdown quite early, it was forced to relax the lockdown for economic reasons. This motivates this study to assess the interaction between various non-pharmaceutical intervention (NPI) policies and transport sector outcomes, such as mobility and accidents, in Bangladesh. The study explores the effect of NPIs on both intra-and inter-regional mobility. Intra-regional mobility is captured using Google mobility reports which provide information about the number of visitors at different activity locations. Inter-regional, or long-distance, mobility is captured using vehicle count information from toll booths on a major bridge. Modeling shows that, in most cases, the policy interventions had the desired impact on people's mobility patterns. Closure of education institutes, offices, public transport, and shopping malls reduced mobility at most locations. The closure of garment factories reduced mobility for work and at transit stations only. Mobility was increased at all places except at residential locations, after the wearing of masks was made mandatory. Reduced traffic because of policy interventions resulted in a lower number of accidents (crashes) and related fatalities. However, mobility-normalized crashes and fatalities increased nationally. The outcomes of the study are especially useful in understanding the differential impacts of various policy measures on transport, and thus would help future evidence-based decision-making. © National Academy of Sciences: Transportation Research Board 2021.

ABSTRACT

The unexpected outbreak of the Corona virus (COVID-19) disrupted schools and universities around the world. Traditional classes were canceled, forcing schools and universities to switch to online learning. While developed countries have already adopted e-learning and online learning into their teaching practices, which made the transition relatively easy during the COVID-19 crisis, other developing countries continue to struggle with problems of electricity and information technology infrastructure. The purpose of this paper is to investigate the challenges of online learning faced by students and teachers at the Faculty of Sciences Ain Chock, Hassan II University of Casablanca, Morocco. Thus, two anonymous structured Google Forms questionnaires were sent to participants via email. 498 responses were returned from students and 105 from teachers. We use descriptive statistics to better understand the distribution of study participants. The study reveals that the faculty during the lockdown ensured educational continuity and offered a reliable online learning in terms of digital and educational materials. However, technical problems such as the slow speed of the Internet connection, lack of knowledge about the use of information and communication technologies to teach and learn, low motivation of students, were significant challenges to students' and teachers' use of the digital tools. © 2023, International Journal of Emerging Technologies in Learning. ABSTRACT

With the full arrival of the digital era, fueled by both information technology and business marketing, rumors are produced and spread endlessly on social networks. During the recent novel coronavirus pneumonia epidemic, online rumors have continued to flourish. Most existing studies on traditional rumor detection rely on a large number of features in practical applications. However, the current severe epidemic scenarios have limited rumor information features, and it remains a challenging problem to detect epidemic rumors with high accuracy using only limited information. As a result, we propose a novel Few-shot Rumor Detection model (FRD) for the novel coronavirus pneumonia, which is combined with meta-learning to be able to accurately identify rumors as soon as possible in crises. Specifically, we started by using the BERT+BiLSTM combination for rumor text feature extraction and representation to generate the historical rumor sample-wise vector and epidemic rumor sample-wise vector;secondly, the prototypical network was introduced to summarize the historical rumor data, and the feature vectors of samples belonging to the same category were averaged to obtain the prototype representation of historical rumor category;finally, we utilize the modified cosine similarity measure function to calculate the distance between the class-wise vector of historical rumor text and the sample-wise vector of epidemic rumor, and complete the rumor detection according to the nearest neighbor method. Our experimental results on English datasets show that the FRD rumor detection model proposed in this paper is superior to other baseline algorithms in terms of accuracy, precision, recall and macro F1 value. From the comparison of experimental results, the FRD model can effectively improve conventional rumor detection methods, and better realize the early detection of sudden epidemic rumors. © 2022 IEEE.

Today's hospitals have become extremely dependent on technology to providing valuable patient services. From collecting as well as administering data of patients to delivering advanced therapies. The network infrastructure of the hospital is charged to provide various solution that are mission critical to address the increasing demands of healthcare services. Software Defined Networking and Network Functions Virtualization will improve infrastructure agility, making it easier to design, deliver and use networking services in a dynamic and scalable environment. Combining SDN and NFV provides significant benefits throughout the infrastructure network. Additionally, external parties are able to use infrastructure services in order to establish new service offerings. The infrastructure services are opened for many parties like developers of applications and service vendors. In this article, we first highlight some of the issues in the hospital information system (HIS) and healthcare services which network infrastructure will eventually confront. Then, concepts of SDN as well as NFV are presented. In addition, description of the benefits that SDN and NFV have for HIS and healthcare services. Finally, a new multi-layer architecture based on SDN and NFV is proposed and how this architecture can deal with the existing challenges of HIS and healthcare services. © 2022 IEEE.

ABSTRACT

The move to online classes due to the COVID-19 pandemic has led students in high schools to experience new issues because of their constant use of information and communication technologies (ICTs). One of the consequences of constant ICT use is emotional exhaustion, which is raised or limited by different factors. The teachers' sociability is one of the factors that might decrease emotional exhaustion in students during online classes, while technostress could further it. Moreover, technostress creators could act as moderators on the effect of sociability on emotional exhaustion. These effects are tested with the help of a study with 592 participants, discovering that the sociability in online classes has an effect on how emotionally exhausted the students are. The antecedent technostress also has an effect on emotional exhaustion, thus furthering it. This paper contributes to the information systems (IS) literature by showing how students are affected by constant ICT use. © 2023 IEEE Computer Society. All rights reserved.

This study aimed to map the accessibility of the existing isolation facilities in Cabagan, Isabela, and propose probable locations suitable for establishing isolation facilities using the Geographic Information System (GIS). Digital datasets of the current isolation facilities were used in the study, along with factors such as land uses, hazards, landfills, and road networks that should be taken into consideration when choosing potential locations for isolation facilities. These factors follow the guidelines set by the Department of Health (DOH). The processing and generation of layers related to the criteria were done using GIS techniques, specifically overlay analysis tools. In order to project an appropriate map of potential isolation facilities in Cabagan, Isabela, the layers were combined and overlaid. The existing isolation facilities are accessible to Milagros Albano District Hospital (MADH) since all of them are adjacent to national or barangay roads. More than half, or 65.38%, of the isolation facilities, belong to areas with low to moderate susceptibility to flooding, and 26.92% are in areas with high susceptibility to flooding. Furthermore, all isolation facilities are open to the public, with 53.85% of existing isolation facilities in residential areas, 7.69% in commercial areas, and 38.46% in agricultural areas. The suitability map of proposed isolation facilities was successfully generated, showing that 100% of the proposed isolation facilities are accessible from any road network in the municipality with low and moderate susceptibility to flooding and low susceptibility to landslides. © 2022 IEEE.
